Sexual Offender Has Front Row Seat to High School Students, Judge Grants Bond After Arrest, Despite Flight Risk

SPRING HILL – Most sports fans would be lucky to live directly behind a High School Football Field, where they have a front row seat to football games and other sporting events, without leaving the comfort of their own backyard. But how would you feel as a parent if you knew that a sexual offender with a long criminal history was one of those “lucky” spectators for the last 19-years? That’s the exact luxury afforded 55-year-old Reginald Alwin Milian of 3217 Montano Ave before his arrest last month.

According to an arrest affidavit, Deputies responded to Milian’s residence on August 28th to serve a warrant for failing to comply with Sex Offender Reporting Requirements. Sources say the violation stemmed from Milian failing to register a vehicle he purchased, but hat has not been confirmed.

When Deputies approached Milian’s residence, they noticed Milian placing luggage next to a vehicle in the driveway. When Milian noticed the patrol car, he ran back inside the residence and refused to comply with Deputy’s commands to come back outside and surrender. Several Deputies surrounded the residence and at one-point Milian exited the residence wearing a blue baseball cap with an attached long brown wig. When Deputies tried to rush towards Milian, he ran back inside the home and, again, refused to come back out.

Eventually, Milian’s live-in girlfriend, Alessandra Rossi, exited the residence and confirmed that Milian was hiding inside and that he was planning to leave town because of the warrant. Rossi also stated that Milian had MRE’s (meals ready to eat) scattered throughout the house and further stated that Milian had built false walls and crawl spaces in the attic, just in case he had to hide from law enforcement. Rossi invited Deputies inside to search the residence but warned that Milian had set booby traps to harm Deputies. During the search, Deputies located false walls in a spare bedroom and an altered wall in the kitchen. Deputies also discovered pieces of plywood with large nails sticking up, so that it would injure anyone entering the safe room.

Just after midnight on Wednesday, Milian exited the attic but still refused to cooperate and allow deputies to handcuff him. As a last resort, a Deputy was forced to deploy his taser to gain control and place Milian into custody.

Millian was transported to the Hernando County Jail, where he is charged with two counts of Resisting Arrest and Failure to Appear from a previous arrest in June of this year.

The arresting Deputy, Joseph Merando, explicitly requested that a judge issue no bond, due to his prior violent criminal history and “elaborate efforts to evade capture.”

During a First Appearance Hearing with Judge Kurt Hitzemann, Milian was given a $10,000 bond for the two Resisting Arrest charges and $10,000 for Failing to Appear. So essentially, with the assistance of a bail bondsman, Milian could be set free on as little as $2,000.

During Milian’s hearing, the Assistant State Attorney reviewed Milian’s long criminal history with Judge Hitzemann, which included Incest with a Minor, Federal Weapons Convictions, DUI, Possession of Cocaine, Carrying a Concealed Weapon, and Failing to Comply with Sex Offender Requirement. Judge Hitzemann also had Milian’s arrest affidavit with Deputy Merando’s suggestion for no bond but despite overwhelming evidence that Milian was a potential flight risk, Hitzemann still granted the standard bond.

Residents we spoke to were furious over the details of the case and some had no idea that their neighbor was a sexual offender. None of residents we spoke to would go on camera or reveal their identity.

It should be noted that all registered sexual offenders or predators convicted prior to 2004 are exempt from a law that prevents them from living less than 1,000 feet from a school or church. There are currently four sexual offenders and one sexual predator living less than 1,000 feet from Springstead High School, at this time.

And letting him live in front of a school like that ..ohh great idea..I guess its fair to let him see the menu before ordering.   • Everyone can go 2 utube a type in hernando county first appearance and date of arrest well actually day after and u can see what happen and what tje judge said and why bond was set at that amount. It just sucks that shoplifting can get no bond but ppl like this get a LOW LOW BOND. ????? I don’t get it and i don’t like it.

  • No bond warrants are common when issued. They can be reviewed by the Judge at appearance. The two attorneys and arresting officer make their argument. The Judge then decides.

    • From what I understand when a crime is committed the Judge that sets the bail has to do so depending on what type of crime comes before him or her. Many times there are arrests in Hernando County and I wonder why the bail was so low. The HCSO answered by saying that the bail amounts are set amounts depending on what crime was committed. I don’t know if a judge can order a higher bail or not. I am rather shocked that he even got bail because of the incident that happened when the HCSO came to his home to arrest him.
