Staff Member Discharges Abandoned Firearm at Elementary School

UPDATE: 2/17/2016, 5:25 P.M. – The following update was provided by the Citrus County Sheriff’s Office:

At approximately 8:20 am this morning, CCSO detectives were dispatched to Rock Crusher Elementary School in Homosassa after a gun was found on campus. After interviews with staff members and looking over surveillance footage – this is the timeline of events:
As a parent was dropping off her children to the before school care program, she found a small pistol laying on the ground near a sidewalk leading to the cafeteria behind the school. Thinking that it was a toy or pellet gun, the parent gave it to a custodian that was in the area. Both were under the impression since the gun was so small that it was a BB gun or toy gun. Thinking the gun wasn’t real, the custodian made an attempt to unload the ammunition into the ground and away from students. He accidentally discharged one bullet. At this time, he realized the handgun was real and the School Resource Officer was immediately called and the area was secured.
Our detectives responded to the school and started their investigation into how this gun ended up on campus. After looking through surveillance footage and researching the serial numbers on the gun – we determined the owner to be Roy Caffera of Crystal River. Mr. Caffera, who has a concealed carry permit and no criminal history, did not realize his weapon accidentally fell out of his shorts, through a torn cargo pocket, while walking his child into the before school care program. Our detectives learned from the video surveillance footage that approximately five minutes passed from when the gun accidentally fell into the grass to when the gun was found by the parent and turned over to the custodian. During this time, the gun was not disturbed.
As reported earlier, there were no injuries to students or staff during this incident.
Right now, the case is being referred to the State Attorney’s Office for further review.


HOMOSASSA (CITRUS) – A scary find at a Homosassa Elementary School this morning, after officials say a staff member of Rock Crusher Elementary, located a fully loaded handgun on school grounds.

According to Citrus County Officials, the gun was found lying in the grass, next to a sidewalk early this morning. When the staff member attempted to secure the firearm, it discharged a single round. No one was injured; say officials, but detectives are currently investigating the incident.

A spokesperson with the Sheriff’s Office says “The gun was not hidden and there does not appear to be any malicious intent.”

Parents have been notified of the incident and the investigation continues.

  • Food for thought. Amen. There is no excuse for this. I also carry but this is not excusable and the owner and janitor should be punished to the highest lever but we both know that won’t happen.

  • Very right Jonny the owner should be locked up for life. That dumb ass should know that it is illegal to have a gun on govt property expessially school groundsand having a gun not securely holstered. I feel bad for that guys family. Imaging a kid picked it up and hurt Sombody or himself.
    The school employee who discharged it, well you can’t fix stupid either. But he should be fired ASAP.
    I would put money on it that the gun owner will get nothing being that The sheriff is just F&$$ing lazy. This could have turned out really really bad. If I had my kids at that school I would be having some serious words with the gun owner and I’m hoping some parents do. Omfg that is bad.

  • It is criminal to bring a firearm on to any school property. When you sign for your concealed weapons permit you agree to this. Certain exemptions apply for example law enforcement but for a civilian it is a third degree felony. Also forfeiture of your ccw. There are no oops or mistakes. The law is very clear and case law regarding this criminal violation has been made clear. Florida statute 790.115
    I am very pro firearm and have been a certified instructor for over a decade.
    The way it was handled by the custodian is not excusable either. The assumption it was even possibly not a chambered firearm is asinine at minimum. I would hope there is protocol for these situations and the administration makes a valiant effort to create common sense awareness among its staff. Also ben these events are not accidents like you lose your car keys or misplace your wallet. Leaving a loaded gun at a school is negligence. Bringing your wallet to a school is not a 3rd degree felony but what this person did was. They are not the same exact thing. Illegal and legal are not the same
